Welcome to CISI – International Congress on Integrated Safety, organized jointly by ISEC Lisbon - Higher Institute of Education and Science, ISEL - Higher Institute of Engineering of Lisbon, ESTeSL - Lisbon School of Health Technology and by the magazine Segurança. CISI will be held at FIL's Multi-Purpose Pavilion in Lisbon from 8 to 10 May 2019. We count on your presence and participation!

CISI – INTERNATIONAL CONGRESS ON INTEGRATED SAFETY: STRATEGIES FOR THE XXI CENTURY aims to be a broad space for reflection, debate and exchange of knowledge on the different dimensions of Protection and Safety, contributing to the construction of innovative and disruptive solutions to the threats and challenges of the different structuring areas of Protection and Safety, because it is in the present that our existence is established and where we determine what will be our future.

Today's world is characterized by information that circulates in real time and where the importance of public and published opinion is growing.

The development of societies, which is often excessive and even autistic regarding planning rules and consolidated knowledge, is now an additional problem, as are climate changes phenomena which have suffered a sharp acceleration in the last century, making them one of the greatest threats with profound and cross-cutting consequences.

The risk is always present. Civilizational evolution, in all its aspects, leads to a constant and ever more pressing search for safety. And this demand must be grounded in knowledge, in research, in the conception of solutions.

The fantastic technological evolution registered in the most diverse domains has created in citizens a safety awareness that is much more conscious and informed, and necessarily more demanding.

Nonetheless, the most complex factors in the equation are the unpredictability, the uncertainty, and the surprise of threats, with increasingly immediate impacts on people, goods, organizations, natural resources, patrimony, products, and structured data.

Only a systemic, dynamic and pluridisciplinary vision will allow to reach a proper balance between risk and life quality, where the different technical-scientific knowledge aspects complement each other and where each actor and sector of the society can contribute to the definition of policies and programs that allow the prevention, preparedness and adaptation to emerging threats.

Constança Urbano de Sousa

“Refugees and migratory movements - What solutions in the European context?”

Short Bio

Constança Urbano de Sousa holds a PhD in European Law from the University of Saarland, Germany. She is Associate Professor of European Union Law and Researcher of Ratio Legis and OBSERVARE of the Autonomous University of Lisbon. She is also a Professor at the Higher Institute of Police Sciences and Internal Security (with suspended activity). She is a member and researcher of the Network Odysseus (Academic Network of Legal Studies on Immigration and Asylum in Europe), founded in 1999 and coordinated by the Institute of European Studies of the Free University of Brussels (ULB). She is also a teacher at the European Summer School on Immigration and Asylum at the Free University of Brussels. She is a Member of the Assembly of the Republic (Portugal) and a member of the European Affairs Committee. She was the Minister of Internal Affairs (2015-2017) and Counselor and Coordinator of the Justice and Home Affairs Unit (JAI) of the Permanent Representation of Portugal to the EU, headed the national delegation to the Strategic Committee on Immigration, Borders and Asylum of the European Union (2006 -2012). Constancia de Sousa is the author of a vast bibliography on immigration and asylum, as well as the EU's Area of Freedom, Security and Justice


Peter Muller

“UN Coordination Mechanisms for Emergencies and Response to Environmental Disasters”

Short Bio

Peter Muller is the Global Service Lead for the United Nations Disaster Assessment and Coordination (UNDAC) mechanism in OCHA’s Emergency Response Support Branch, based in Geneva. Peter Muller has for the last 24 years been working in the field of humanitarian assistance and development, in particular for Médecins Sans Frontières (MSF), UNDP and OCHA. He worked in various field coordination positions for MSF in Haiti, Congo, Nigeria, Afghanistan and Sierra Leone, after which he joined UNOPS in New York and was adviser for UNDP’s regional Pacific governance programme. Peter returned to MSF as Head of Mission in Uganda in 2004 and before joining OCHA in 2008, in the meantime working as Disaster Risk Management Specialist for UNDP’s Pacific Center. Peter was the head of the OCHA Regional Office for the Pacific for 5 years, based in Fiji, after which he joined ERSB as UNDAC Global Lead in Geneva, responsible for UNDAC training, methodology and strategy. Peter is an UNDAC member since 2006 and led several missions. He holds a master’s degree in Business Administration (Rotterdam).


Patricia Alexandre Gaspar

"Developing Capacities for Prevention - A New Challenge in the Face of Disasters "

Short Bio

Patricia Gaspar holds a degree in International Relations from the Higher Institute of Social and Political Sciences. She served in the Portuguese Navy with specific work in the area of protocol and analysis of strategic information. She worked as a technician in the Information System of the Portuguese Republic. At the ANPC she held positions at the Office of International Relations and Adjunct of National Operations and District Operational Commander of Setúbal. She is a national and international trainer in the area of civil protection and is attending the Internal Auditors course at the Center for Higher Studies of the Ministry of Interior of France. She is an expert certified under the EU Civil Protection Mechanism and the United Nations, having participated in two international missions and other bilateral missions. Patricia Gaspar currently holds the position of 2nd National Operational Commander of the National Civil Protection Authority.


Adrian Belmonte

“Exercises and Challenges: Activities for enhancing the security and the response for Internet threats”

Short Bio

Adrian Belmonte is an expert in Network and Information Security at ENISA. As a Security Engineer he deployed and operated the Computer Security Incident Response Team for Autonomous Government of Andalusia's (AndaluciaCERT) for five years, being responsible of a variety of different technical and operational activities. After Joining ENISA in 2015, he is participating in different projects related to Internet emerging threats and threat trends, cyber crisis management and european cooperation, such Cyber Europe and the European Cyber Security Challenge. Adrian Belmonte holds a Master's Degree in IT and Communications Security and is graduated as a Technical Engineer in Computer Systems.


Lino Santos

“National Capacity Building”

Short Bio

Lino Santos holds a Master's Degree in Law and Security and holds a degree in Systems and Computer Engineering. He is currently Coordinator of the National Center for Cybersecurity; He was the Coordinator of the Advanced Computing and Security area of the FCCN unit of the Foundation for Science and Technology, I. P .; Between 2014 and 2017 he was the coordinator of operations at the National Center for Cybersecurity; From 2000 to 2017, he coordinated the computer security incident response service CERT.PT; Between 2008 and 2014, he was director of the area of Community Safety and Services at the FCCN, Foundation for National Scientific Computing.


Pedro Portugal Gaspar

“Control Systems and National Food Inspection Plan”

Short Bio

Pedro Portugal Gaspar is, since September 2013, Inspector General of the Authority for Food and Economic Security (ASAE). He graduated in Law, completed the Post-Graduate Course in Public Law and obtained a Master's degree from the Faculty of Law of the University of Lisbon in 2004, with a thesis in the area of Administrative Law. From his intense professional activity stand out the functions of: Assistant Professor at the Higher Institute of Humanities and Technologies between March 1993 and July 2002. He was Professor at the Higher Institute of Languages and Administration between 2002 and 2013. He is the author and co-author of several scientific publications in the area of Administrative Law, namely in the field of Environmental Law. Advisor to several Government Members, namely Fisheries, Youth, Environment, Energy and Health. Deputy Director General of the General Directorate of Public Administration from September 2002 to October 2003. Director General of the Department and Modernization of Health Resources from November 2003 to May 2005. Inspector General of the General Inspectorate of Agriculture, the Sea, Environment and Spatial Planning between March 2012 and December 2012.


Suleyman Ozarslan

“Improving Cyber Resilience Against Ever-Changing Threat Landscape”

Short Bio

Suleyman Ozarslan holds a PhD in Information Systems from Middle East Technical University. He is a founder and chief research officer of Picus Security, which develops an innovative cybersecurity software that assesses the effectiveness of the security devices. He has received several academic and professional awards and medals throughout his career such as “SANS Institute RSA 2016 NetWars Global Interactive Cyber Range Award” and “Medal of Centre of Excellence Defense Against Terrorism”. Dr. Ozarslan trained security experts from 10 different countries as part of NATO Advanced Cyber Defence Training Courses. He has 17 years of experience in IT security with a special focus on cyber threats, malware analysis, penetration testing, application security and security devices. Since 2002, he has published various academical papers in information security. He also provided consultancy services to many governmental and industrial organizations. Dr. Ozarslan holds several professional certificates, such as CEH (Certified Ethical Hacker), OPSA (OSSTMM Professional Security Analyst), and OPST (OSSTMM Professional Security Tester).


Jorge Tomás Henriques

Short Bio

With a long professional career linked to the agri-food sector where the following stand out: in 1990 the management functions in the Mineral Water Industry were responsible for the launch of the first project of bottling and marketing of water in PET packaging in the Portuguese market. In 1994, he joined the Nestlé Group, becoming the Commercial and Marketing Director of NESTLÉ WATERS PORTUGAL. Was Director General of Mineraqua Portugal - Água Castello, between 2007 and 2018. The Engineer José Henriques also has extensive associative experience: He is a member of the Direction of APIAM - Portuguese Association of Industrial Minerals and Natural Mineral Waters since 1997. Between 2000 and 2009 he represented FIPA - Federation of Portuguese Agro-Food Industries on the Board of Directors of the current FoodDrinkEurope. He was vice president of FIPA between 2000 and 2003. In 2018 he was re-elected president of FIPA, a position he has held since 2003. He is currently vice-president of the Board, member of the Executive Committee and president of the CIP Trade Council.


Janez Mekinc

Short Bio

Janez Mekinc, associate professor and Dean of the Faculty of Tourism Studies – Turistica, University of Primorska, ex-president of the honorary arbitration court of the Codex of police ethics, an expert at the Council of Europe in the program “Police and Human Rights”, expert in the project “Security and Tourism, running by European Forum for Urban Security. He worked in the Slovenian police for 18 years on different positions. The areas of his scientific work are: safety and security in tourism, management, applied ethics and protection of human rights and freedoms. He is the author of several research works in the area of safety and security in tourism.


Helena Cvikl

Short Bio

Helena Cvikl, Vice-President of Eurhodip, member of the Executive Board and a Head Judge of European competitions within AEHT (European association of hospitality and tourism schools), Director of College of Hospitality and Tourism Maribor and a senior lecturer at the Faculty of Tourism Studies in Portorose, University of Primorska, since 1996 and is currently working part-time as a senior lecturer at the University of Maribor. Helena Cvikl is a highly esteemed professional in the field of quality, evaluator for the categorization of accommodation and restaurant facilities and she cooperates with the Ministry of Economy, Development and Tourism through various projects from the field of tourism and gastronomy.


Jacobo Dàiz

"Balance of two decades of Road Safety success in Spain"

Short Bio

Jacobo Díaz is Civil Engineer, Channels and Ports by the Polytechnic University of Madrid and Master in Management of Construction and Real Estate Companies. He has been a member of the Spanish Roads Association since 1993 and held the position of Head of Studies Department between 1993 and 1996. He was Technical Director between 1996 and 2000. Jacobo Díaz assumed the position of Deputy General Director between 2001 and 2006 and is from 2006 until now the General Director of the Association of Spanish Roads He was President of the Ibero-American Road Institute. For eight years he was also President of the European Federation of Highways and member of the Executive Committee of the International Federation of Highways. As a lecturer and speaker, he has participated in more than 30 national and international road safety courses and has held more than 50 conferences in the European Union and Latin America. In addition, he was the main person in charge, as President of the Ibero-American Road Institute of the Organization of Ibero-American Road Safety Congresses (CISEV), held in Costa Rica (2008), Argentina (2010), Colombia (2012), Mexico (2014) and Chile (2016).


Károly György

"OSH Challenges And Priorities In Europe 2030"

Károly György is Graduated as MSc in Mechanical Engineer; Is the International secretary of the Hungarian Trade Union Confederation responsible for drawing up and implementing policy concepts, positions on issues related to the world of labour. Since 2005, is the Chairperson/Vice-Chairperson of the Board of European Agency for Safety and Health at Work, spokesperson of the Workers interest group and the member of the Advisory Committee on Health and Safety at Work. Over the past decade activities have focussed on issues of health and safety at work, EU OSH policies, economic and social restructuring, creating sound industrial relations environment, social partnership, at national and European levels. Over the past years gave special attention to the linking up of trade unionists with workplace safety representatives, establishing networks and raising union awareness towards OSH issues.


Maria Brás

Short Bio

Maria Brás, Professor and Researcher at the Psychology and Human Resources Department, University of the Algarve – School of Management, Hospitality and Tourism (ESGHT). PhD in Psychology, Faculty of Humanities and Social Science-University of the Algarve (FCHS), thesis: “Risk Perception: Importance of Safety & Security in Tourism Demand”. Involved in the Scientific Coordination of several Research Projects in Safety and Security, such as: "Algarve: Safe Destination", in partnership with the Ministry of Internal Affairs and the District Police Department (PSP), Faro; “Local Communities Safety and Security”, in partnership with the Ministry of Internal Affairs; 1st Course in “Security and Criminal Investigation”, partnership with ISCSP (Lisbon), and University of the Algarve.


Martin Böhm

"C-ROADS - The Platform of Harmonized C_ITS Deployment in Europe and the Portuguese Intervention"

Martin Böhm works as Head of Unit “Technologies and Services for Mobility” at AustriaTech, a federal agency for technological measures, where he provides to the Austrian Transport Ministry policy support in ITS related issues. He is nominated expert for several European Platforms with regard to the implementation of the European ITS Directive. As General Secretary of the C-Roads Platform he is aiming at harmonised and interoperable deployment of C-ITS services across Europe. Furthermore he is chair of the BigData working group within the World Road Association PIARC. Martin’s key interest is the evolution of the mobility system based on general trends (e.g. Internet of Things, cooperative connected automated mobility, Mobility as a Service). His main expertise is bringing research in the field of Intelligent Transport Systems and Services to real deployments. Martin Böhm holds a master in the field of Geography and a master in the field of Traffic Telematics Management.


Ricardo Tiago

"C-ROADS - The Platform of Harmonized C_ITS Deployment in Europe and the Portuguese Intervention"

Graduated in Civil Engagement in the Profile of Communication and Transportation routes, by Instituto Superior de engenharia de Lisboa. He started his professional life in 2004, performing duties in the field of road signs and safety at EP - Estradas de Portugal. From 2008 to 2012, he was a member of the Security and Quality Department of the former InIR, also performing functions in the area of signaling and road safety and in monitoring the operation and maintenance activities of the various road infrastructure managers. With the merger of the three InIR / IMTT / IPTM institutes, it has been integrated into the IMT Contracts and Concessions Management Department, and since 2016 its course has been more directed to the national and international area in the field of Intelligent Transport Systems and its various Delegated Regulations for the various Priority Actions. He is responsible for IMT, in the follow-up of the C-ROADS PORTUGAL Project, highlighting his involvement in the National Access Point (NAP) sub-project in Portugal, and is the national representative in several European forums and European Platform C-ROADS, European ITS Committe; CEDR - Working Group on Connected and Automated Driving, High Level Meetings - Connected and Automated Driving, Datex II (2016 to 2017), AIPCR - T.C. 3.3 - Road Tunnels Operations.


Jorge Gonçalves Maurício

Graduated in Police Sciences from the School of Police, current Higher Institute of Police Sciences and Internal Security (ISCPSI). Course of Auditor of National Defense, in 2015 (National Defense Institute - Lisbon). Since December 2013 he is Commander of the Metropolitan Command ofthe PSP-Public Security Police of Lisbon. Between October of 2012 and December of 2013 he performed functions of Commander District of the PSP of Faro. Between April 2009 and August 2012 he was the MAI Liaison Officer at the Portuguese Embassy in Praia, Cape Verde. In 2008/2009 he was responsible for the team that produced the Strategic Plan of the Ministry of Internal Administration of Cape Verde, within the scope of the Technical Cooperation Project with Cape Verde. From April 2006 to November 2008 he was Director of the Human Resources Department of the PSP. From January 2004 to April 2006 he was Head of Division at the Department of Health and Disease Assistance of the PSP. From January of 2002 to January of 2004 was Commander of the Command of Beja of the PSP. From July of 1999 to January of 2002 was Commander of the Comparable Command of the PSP of Horta.

Filomena Martins Cunha

The UN Sustainable Development Goals and their Impact on Human Resource Management and OSH

Graduated in Psychology and Post-Graduate in Financial Administration, she has built a solid career in Human Resources, having worked in the consulting, banking and industry sectors with executive management roles in HR areas. She is also Coordinator of the Executive Committee | WEP Portuguese Chapter, Member of the Executive Board of the ODS Portugal Alliance as coordinator of the Ambassadors, Member of the Technical Committee of Ethics of ONS APEE and Jury of the Recognition of Practices in RS and Sustainability.


Pablo Campos

Telecommunications Engineer with a Master’s degree in scalable networks. Cisco Academy Networking (CCNP), he started his career developing Visual Basic programs with Microsoft Access. After that, he joined CCTV CENTER SL making start up installations in several CCTV Systems (IP, analog, LPR, video analytics …) and offering technical support of them, as well as preparing the company’s presence in international shows from the sector like IFSEC, Security ESSEN, SICUR, Security Forum Barcelona. Pablo joined Hikvision in October 2014 and, since June 2018 holds the position of Technical Manager. Prior to that, he worked as Presales Engineer, working with analogue and IP CCTV systems, planning and studying projects, visiting installations for their development and giving technical support, remotely and physically.

Authors are invited to submit original papers to Congress.
The submitted and accepted papers by the Scientific Committee are subsequently indicated for oral or poster presentation.

Submission should be made to the email address:


Each one of the papers submitted to appreciation is sent to two members of the Scientific Committee, that will evaluate them according to a predetermined evaluation grid. Prior to submission to the Scientific Committee the author’s name, affiliation and contact will be eliminated and replaced by a specific code that will be reported to the author and will, thereafter, identify each paper.

The results of the Scientific Committee evaluation will be placed on the congress’s website so that all the authors can consult it. Only items with the highest scores will be accepted for presentation in the area selected by the authors - oral or poster communication.


Papers accepted for presentation at CISI will be subject to a double publication, the Abstracts Book and the Book of Proceedings.

The Abstracts Book will be offered to all registered participants in CISI, and the Book of Proceedings will be offered to all the first authors of approved papers.
Subsequently, both the Abstracts Book and the Book of Proceedings will be offered to the principal university libraries in Portugal.
